what exactly are your authorities complaining about? Is it the extra ccm or the power? I if you have 60 HP in the paper I think a letter from BMW should not be the problem because this is what the normal 980ccm R100GS had as well.
there is an official file from BMW which takes care about a variety of part transfers between BMW models. Maybe this covers the transfer of 980ccm to the basic. If not it still names the issuing department from BMW Munich. I can have a look and copy that department.
What they will most likely not cover is the noise lefel because that will possibly vary from the original 980ccm.
In general I always thought it could not get any worse than in Germany where liturally everything needs to be normed and authorised. Anyway in here it helps to go to another department, maybe you just hit a particular bad employee at a particular poor department. Try another city, or ask a mechanik about his contacts for similar cases.
Normally there is always a way.
